The new head of the Russian Orthodox Church Patriarch Kirill scored a number of surprises on his first visit to Belarus after enthronement, believes expert Natallia Vasilievich.  The Patriasrch endorsed independence of Belarus and spoke highly about the Belarusian culture, a feat unheard of for his predecessors. At the same time, the Patriarch clearly positioned himself as a defender of a “canonical territory” of the Russian Orthodox Church, and in fact opposed the efforts of the Belarusian authorities to build balanced relations between East and West including the means of inter-Church dialogue.

Sample Image The social contract between government and business in Belarus is characterized by a strong degree of mutual distrust and indifference of counterparties to each other. The state has broad authority to influence business, and entrepreneurs do not perceive the state as an actor with whom they can negotiate a social contract. In the perception of entrepreneurs the state is a given environment, which they can accept or not accept, choosing an «exit» of the contract, because the opportunities for «voice» are strictly limited.
