On the eve of the election season 2010-2011, the issue of the correspondence of the Belarusian electoral legislation to the  international norms and democratic standards becomes particularly relevant. Belarus Public Policy Fund (BPPF) presents the work of Sergei Alfer, who analyzed the norms of the Belarusian electoral legislation with the amendments introduced in late 2009, and identified the reasons why the democratic community and international experts do not recognize our laws consistent with generally accepted international electoral standards.

Belarus Public Policy Fund has been established to increase direct support for Belarusian analysts, networks, think tanks, professional groups, pressure groups or analytical centers working directly in Belarus on issues of strategic importance and willing to add public policy to their activities. Public policy-oriented research in Belarus is supported with the aim to invigorate and intensify the debate on key public policy issues among public and to increase awareness of Belarusian society as well as of the international community about the most important political, economical and society developments in the country as seen directly from the field.

BPPF urges Belarusian applicants to seriously consider the public policy aspect of each proposal they submit. Within the framework of its program on the systematic support for research in the sphere of social sciences, political and economic studies, the Belarus Public Policy Fund (BPPF) in cooperation with the Belarusian Institute for Strategic Studies (BISS) announces a call for proposals for small grants. Public policy-oriented research in Belarus is supported with the aim of invigorating and intensifying the debate on key public policy issues and to increase awareness within both Belarusian society and the international community on the most important political, economical and social developments in the country as seen directly from the field. The Fund enables successful Belarusian applicants to conduct their own research on proposed topics. Applicants are expected to share their outcomes with the expert community as well as the wider public.
